Re:  Your Holiness’s visit to Iraq

Most Holy Father:
We, in the Congress of Dissatisfied Voices of Kurdistan, are anticipating with great joy your planned visit to Iraq and Kurdistan in March 2021.

In anticipation of your holy visit, we are writing to you to bring your attention to the abusive and dictatorial behaviours of the Kurdistan Regional Government (KRG) against its own citizens.

Ahead of your visit to Erbil, we would like to bring to your attention a number of human rights issues of concern and to urge you to use your visit as an opportunity to publicly support our call for the protection and promotion of human rights, freedoms of speech and assembly.

We are gravely concerned by the increasing intimidation of journalists,  activists, civil society and human rights activists and the media. We are worried about the deterioration of the human rights situation in Kurdistan Region of Iraq (KRI), the lack of accountability, justice and effective remedies for victims of human rights violations.

In December 2020, the people of Kurdistan demonstrated against injustice, inequality, corruption, lack of opportunity and suppression. The security forces of the KRG responded with live ammunition killings of tens and injuring hundreds of others.

In the aftermath of the December 2020 protests, journalists, human rights defenders and civil society activists were arrested. Several others received anonymous death threats, intimidating phone calls and text messages.

On February 12th 2021, The Prime Minister of the KRG, Mr Masrour Barzani accused those arrested with espionage and described them as ‘armed mobs’ before the courts to look into their cases. Shortly afterwards, on February 16th, the court in KRI sentenced five journalists and civil society activist from Bahdnian area to 6 years in prison. Many others are waiting a similar fate in KRG prisons. We have evidence which suggests that the detained journalists and activists have been tortured.

We are also very concerned about the continued impunity for human rights crimes, including extrajudicial executions, torture and other ill-treatment which has created an environment of insecurity and fear.

In light of the above, we are calling on Your Holiness to raise these human rights concerns with the KRG and the Government of Iraq. We also respectfully ask Your Holiness to request that the KRG releases immediately the innocent journalists and activists.

In addition, we ask that Your Holiness reiterates to the KRG that it must ensure that members of civil society including journalists, researchers and lawyers can carry out their work freely and without fear of attacks, intimidation, harassment. The KRG must also ensure prompt, thorough, impartial and independent investigations into cases of extrajudicial killings, arbitrary arrests and detention and other cases of human rights violations and abuses and that those suspected to be responsible are brought to justice in fair trials.
We hope that Your Holiness’ visit to Iraq presents a genuine opportunity to the governments of Kurdistan and Iraq to reaffirm its commitment to upholding the human rights enshrined in the Constitution.

Thank you for your consideration of this letter.
Sincerely,
